Editing the animation wouldn't be too hard - as far as I know, it would just require repositioning the camera closer on the vanilla animation - but it would still take at least a little experience with 3DS Max. Also note that if you change it ingame through the console, you need to use "refreshini" to restore the FOV you have set in your config, otherwise it will default you to 75. There is no config value for viewmodel FOV in Fallout 4, which is unfortunate considering both Fallout 3 and New Vegas did in fact have config values for viewmodel FOV. Like Moraelin pointed out, you would need to modify the animation itself.
